Samer Abu-Hijleh joined Al Arrab Contacting Co. in June 2018 as Chief Executive Officer. He has 29 years of experience of developing, master planning, managing and delivering the engineering and construction of large scale and complex infrastructure, airport, port, water, power and building projects around the world, including the USA, Saudi Arabia, UAE, Iraq, Qatar, Brazil, and China.
Samer has held a number of senior leadership roles with global engineering giants such as Bechtel, regional real estate developers such as Sorouh (Abu Dhabi) and regional contractors such as Saudi Oger and Arabtec. He has a proven track record of success with JV and consortium partners and substantial experience in commercial and government environments.
In addition to leading, mentoring, and further empowering the company’s senior management team, Samer’s focus is on developing and continuously honing Al Arrab Contracting Co.’s business strategy and engraining and institutionalizing an effective and systematic business and project delivery model based on best practices to deliver performance targets and financial goals consistently with high certainty.
Samer lectured intermediate and advanced courses in project development, management, planning and control for the Business Program of the University of California at Berkeley.
Samer holds B.Sc. and M.Sc. degrees in Civil Engineering from the University of Illinois at Urbana-Champaign and a M.Eng. and Ph.D. degrees in Civil Engineering from the University of California at Berkeley. He is a registered Professional Engineer (PE) in the State of California and is a certified PMP.
Amer Al-Khatib joined Al Arrab Contracting in July 2018 as Chief Organizational Development Officer with over 25 years of diversified experience and proven executive management skills within the industrial sector and management consultancy. He has worked in Jordan, Egypt and Saudi Arabia in the management consultancy, poultry and pharmaceutical fields.
Amer has demonstrated ability to steer and optimize organizational performance in a results-orientated environment such as construction without compromising quality of product or service. Amer is experienced in developing business strategies, setting performance standards and deployment of excellence initiatives within the organization. He has hands-on experience in the fields of strategic planning, organization structuring, human resources systems, administration systems, supply chain strategies and systems, processes reengineering, quality and environment management systems, commercial operations, manufacturing processes and feasibility studies.
With his diversified perspective, Amer is playing a leading role in optimizing our organizational performance, increasing efficiency and championing our commitment to continuous improvement.
Amer is an Industrial Engineer and is currently enrolled for a doctorate degree in Business Administration in Nottingham Business School in the UK.
Syed Nadeemuddin Ahmed is the Chief Financial Officer of Al Arrab Contracting Company since 2016. He had previously served as Group Finance Director for over seven years with Al Rajhi Holding.
Earlier in his career, he was associated with multinational companies as CFO or Director of Finance for over 12 years including: Imperial Chemicals Industries (ICI) – a subsidiary of a ICI UK; Philips Electrical Industries – a subsidiary of Philips Holland; and SICPA – a subsidiary of SICPA Switzerland. He has over 25 years of experience in strategic financial planning, organizational and financial restructuring, working with board of directors, shareholders, banks and attorneys in diverse roles across the organizational hierarchy.
Nadeem is a fellow Chartered Accountant from Price Waterhouse Coopers (PwC) and a fellow member of the Institute of Chartered Accountants of Pakistan.
Musallm Al Sohaimi is a Saudi lawyer with a B.A. in Islamic Jurisprudence and LLM. Musallam has been practicing law since 2007 and is a legal expert in corporate law, contracts and construction disputes. He has been directly involved in scores of cases of various types and subjects including very large ones worth up to SAR 4 billion in different jurisdictions including Saudi Arabia, UAE, Kuwait, Qatar and the UK.
Mr. Taher Al-Jaghbir joined Al Arrab’s leadership team in October 2019 in the role of Director of Operations heading the Projects Delivery arm of ACC: The Operations Department.
Taher joins us with 20 years of experience in executive and operational leadership roles with reputable development and contracting organizations. He has successfully delivered and operated several mixed-use developments and mega projects such as the Abdali Boulevard Development in Amman, Jordan and City Stars in Cairo, Egypt. Taher comes with a diversified practice in construction, project management, real estate development, executive management and contract administration. He has worked in various locations in the region, including Egypt, Qatar and Jordan.
On the contracting side, Taher worked with the well-known Consolidated Contractor Company (CCC) in various roles of increasing responsibility covering construction and project management. On the development side, he worked in Jordan with the Abdali Investment & Development PSC and then with the Abdali Boulevard Company where he served as Chief Executive Officer.
Taher hold a B.Sc. in Architectural Engineering from the University of Jordan. He is a member of the Jordan Engineers Association and the Project Management Institute (PMI). He is an accredited Construction Project Manager (CPM) by the American Society of Civil Engineers (ASCE) and Project Management Professional (PMP).
Ghassan Sabayon Joined Al Arrab as Director of Information and Communications Technology (ICT) in December 2017. He is a senior ICT executive with extensive technical, operational, and commercial knowledge developed during his 29-year career at Saudi Oger Ltd. covering engineering, construction, facility management, and printing industries.
Ghassan has led several continuous improvement programs and successfully delivered range of IT projects including ERP selection and implementation, CAFM software selection and Implementation, digital transformation, cloud computing and migration, infrastructure reorganization, business continuity, and services optimization.
Working closely with other members of our Leadership Team and functional managers, Ghassan is responsible for the development and implementation of Al Arrab Contracting Co.’s ICT strategy to enhance technical reliability, drive business value, maximize ROI, and align ICT with business objectives to achieve company mission and vision. These include enhancing current infrastructure, systems, processes, practices, communications, training programs, and efficiency, in addition to identifying business improvement opportunities and insuring business continuity.
Ghassan holds a B.Sc. degree in Computer Science and a M.Sc. degree in Technology Science from Pittsburg State University in Kansas, USA.
Alaa Obeidat joined Al Arrab’s Leadership Team in the role of Director of Project Controls in June 2019.
Alaa is a construction industry veteran and has over 25 years of experience in the industry in oil and gas, infrastructure, power plants and heavy civil projects. He has worked in various locations in GCC region, mostly in Saudi Arabia. In his most recent role as senior project manager with SNC Lavalin prior to joining Al Arrab, he oversaw EPC projects delivery in Saudi Arabia. Alaa worked with the Consolidated Contractor Company (CCC) for almost 17 years in various roles of increasing responsibility covering construction, field engineering, planning, cost control, procurement, contract administration, and document control.

Alla holds a B.Sc. degree in Civil Engineering from the Jordan University of Science and Technology. He is a certified Project Management Professional (PMP).
Hassan joined Al Arrab Contracting Co. in July 2018 as Manager of Quality and Health, Safety and Environment (QHSE). He has over 25 years of professional working experience in progressive roles on construction projects, implementing and monitoring the quality, health, safety and environmental requirements.
Hassan is the champion of Al Arrab Contracting Co.’s increased focus on and commitment to a quality and safety centric culture throughout the company. He is entrusted with keeping current and overseeing implementation of our quality and HSE strategies. This includes ensuring we have sustainable and differentiating policies, processes, and procedures and compliance with the same. Hassan is also responsible for ensuring that sufficient personnel are deployed on project and that the required quality and HSE best practices standards and targets are being achieved
Hassan graduated from Beirut Arab University in 1992 with a Bachelor degree in Civil Engineering. He began his career as a Civil Engineer in 1993. Hassan is an active member of the Lebanese Association of Engineers and Saudi Council of Engineers as well as ASTM, ASQ, and PMI.
Dr. Kifah Munes joined Al Arrab’s leadership team in December 2019 in the role of Manager of Engineering.
In this role, Kifah heads the Engineering Department (also known as the Technical Department). He manages all engineering/technical functions, work processes and staff for all ACC projects and tenders/proposals.
Kifah joins us with more than 25 years of construction industry experience in the region including in Jordan, Saudi Arabia, Qatar and the UAE. He has worked for about 11 years with design and architectural consulting firms and then worked in engineering and design management roles for international and regional contractors such as Habtoor Leighton Group (HLG), Obayashi, Al Futtaim Carillion and Al Rostamani Pegel.
Kifah has valuable experience in mega projects including mixed-use developments, high rise towers and 5-star luxury hotels. He has also about four years of work experience on Saudi Aramco projects and is well-acquainted with their engineering standards and processes.
Kifah holds a Master of Science (M.Sc.) degree in Civil Engineering (Honors) from Poltava Civil Engineering Institute, Commonwealth of Independent States (CIS) and Doctor of Philosophy (Ph.D.) degree in Technical Sciences from Kiev Civil Engineering Institute, CIS.
Alaa Al Masri joined Al Arrab’s leadership team in October 2019 in the role of Director of Procurement.
Alaa joins us with more than 30 years of experience, split equally between project and supply chain management, with reputable contracting organizations. In the past 15 years, he has successfully managed and delivered the procurement, subcontracts and material control operations of multi-business lines and mega projects, such as Sheikh Jaber Al Ahmad causeway, the HQ of Central Bank of Kuwait , and ADWEA WW&STP (waste water and sewage treatment plant in Abu Dhabi). Alaa comes with a diversified practice in construction, project and supply chain management. He has worked in various locations in the region, including Kuwait and UAE.
Alaa worked with two major contractors in the gulf region: Combined Group Contracting Co. (CGC) and the well-known Kharafi National Co. (KN). Progressing in various roles of increasing responsibility covering supply chain management, he mostly recently worked in Kuwait with the Kharafi National Co. where he served as Corporate Director of Procurement and Material Control.
Alaa oversees all functions related to ACC’s projects’ supply chain cycle including: Procurement and Purchasing; Expediting, Traffic and Logistics; Warehousing; and Supplier Quality.
Alaa holds a B.Sc. in Mechanical Engineering from Kuwait University and is a member of both Kuwait and Jordan Engineers Associations. He is also an accredited member of CIPS (Charted Institute of Procurement & Supply) in the UK and ASHRAE ( The American Society of Heating, Refrigerating and Air-conditioning Engineers).
